Factors influencing EEG support payments

Classification of political proposals to adjust the EEG subsidy system

In the analysis “Factors influencing EEG support payments”, current political reform proposals to adjust the EEG support system are classified against the backdrop of the prospect of rising EEG support payments on the basis of existing analyses and data.
The analysis shows that the current reform proposals are likely to have only minor effects on EEG support payments in the short term. The current rules for support in the event of negative prices in the EEG already eliminate a large proportion of the hours with negative electricity prices observed in 2024. If the self-marketing threshold is lowered, the effect on EEG subsidy payments is likely to be limited due to the higher proportion of self-consumption of the affected PV systems. A switch to investment cost support could provide incentives for market value-optimizing behaviour, but is associated with higher investment risks for system operators. Increased coordination of the expansion of existing grid infrastructure could reduce costs for grid expansion and measures to stabilize the grid, but reduce the speed of system expansion.
